The Martinsburg City police officer - who is battling melanoma and had brain surgery at Johns Hopkins Hospital in April - can't send thank-you notes to everyone who has held fundraisers and sent donations. He and his family would love to, but the couple simply can't afford the postage at 42 cents per card.
